The following four groups make up the Joint Core Strategy (JCS) management structure, their main duties and responsibilities are set out below.

Meet every two months. Duties include:  

• Political Sponsors of the joint working process  

• Providers of political advice and guidance 

• Ensuring the smooth flow of information between the joint working programme and the authorities 

• Acting as a sounding board for the JCS officer groups 

• Ensuring the district councils have accurate information on which to base decisions

The group includes Members from each of the three JCS authorities (Gloucester City Council, Cheltenham Borough Council and Tewkesbury Borough Council) and representatives from Gloucestershire County Council, as set out below. It has an independent chair and the JCS Manager attends its meetings.

Meets every two months. Duties include: 

• Decision making at the highest level taken by leaders and chief executives 

• Advising on key directions of travel for the JCS Review 

• Any points that have not been agreed by Steering Group and Task Group will be referred up to JAG 

The group includes Council Leaders and Chief Executives from each of the three JCS authorities and representatives from Gloucestershire County Council, as set out below. It is chaired by the JCS Senior Responsible Officer and the JCS Manager attends its meetings.

Meets monthly. Duties include: 

• Advising on resource, delivery and key issues and oversees programme management

• Any matters not able to be agreed at Task Group are referred up to Steering Group for a decision 

The group includes: 

• Gloucester City Council City Growth and Delivery Manager 

• Cheltenham Borough Council Head of Planning 

• Tewkesbury Borough Council Development Services Manager 

• Lead Commissioner: Strategic Infrastructure at the County Council 

• Joint Core Strategy Manager 

• Community Infrastructure Levy Manager for the three JCS authorities 

Meets fortnightly. Duties include: 

• Delivering on tasks and programme in line with the project plan for the JCS Review and Community Infrastructure Levy. 

The group includes: 

• Gloucester City Council Planning Policy Team Leader  

• Cheltenham Borough Council Planning Policy Team Leader 

• Tewkesbury Borough Council Planning Policy Manager 

• Interim Economic Development Team Leader at the County Council 

• Lead Officer Monitoring and Negotiating Developer Contributions – Economic Environment and Infrastructure at the County Council 

• Joint Core Strategy Manager 

• Joint Core Strategy Senior Planning Policy Officer 

• Community Infrastructure Levy Manager for the three JCS authorities (as required)
